Fiscal customs clearance, also known as Procedure 4200, allows goods to be released for free circulation within the European Union. The goods are then immediately exported to another EU Member State, where VAT is settled according to the applicable regulations. In other words, the products are cleared in Poland upon arrival from China and then transported to the destination country. When using this form of clearance, the customer pays only customs duty in Poland and settles VAT in the destination country of transport.
For fiscal clearance in a country where the goods cross the border of the European Union, an importer must be represented by a fiscal representative.
